Pat chicken fillets dry and season generously with salt and black pepper. Heat vegetable oil and butter in a large skillet over medium-high heat. Sear chicken fillets for 4-5 minutes per side until golden brown. Remove and set aside.
In the same skillet, add butter and diced onion. Cook for 3-4 minutes until softened. Add minced garlic, chopped celery, and sliced red pepper. Sauté for another 5 minutes.
Sprinkle flour over the vegetables and stir continuously for 1 minute to cook out the raw flour taste. Gradually pour in chicken broth while whisking. Slowly stir in the heavy cream. Add the chicken to sauce and stir. Season with salt and pepper.
Reduce heat to low, cover, and braise for 20-25 minutes until chicken is cooked through and sauce has thickened beautifully.
